I have the same "luck" with most of my PSU on 12V rail ... on the low side never over 12. Name brand; no name alike.

as long as 12V does not drop under 11.6v you won't experience problems; that's my experience at least, with P4 or A64

what would you categorize as best psu?
still the ocz powerstream?
or are all these about as good one as another?
I have a powerstream 520 on my gamerig, but I wanted to replace my very low +12v superflower (and noisy!) with a very silent psu in the home-spare rig?
would you prefer this sharkoon over a ocz powerstream if silence is very important too?

I have not tested an OCZ powerstream; so I can not directly comment here, but it depends on price and availability in the end.

None gives me any problems with low 12V rail; but it's surely nice to see 11.9; 12 volt readings in low and 12.04 high.

I must say Mobo plays a major role too.

mobo does indeed play a large role, if Calantak wants an answer to the OCZ <> SilentStorm question I need to run the 2 PSU's on the same mobo to obtain comparable results

that ocz powerstream 520 I have had no problem whatsoever with an overclocked x800xt, two raptors, dvd-rw, 1 gig of ram, and it kept 5.00, 12.00 almost incessantly!
