Default Outlook rules

I just upgraded from Outlook Express to Outlook 2003. In OE I was using rules to only download the mails send to my email alias from the server.
Now with Outlook I try to do the same but I can't find the correct rules to leave my brothers mail on the server. He always download all mail.

How can I configure the rules correctly??
