it can damage your monitor if the hot air is trapped there

And a 21" is gona get hot for sure. Why don't you hang it on the wall. It has been done more then once

yes, secure the underside of you construction so that it can be hung from the wall, better airflow for the system, and your scratched 21" will live longer !
