Default AMD's Low Power "BE" Processors

About a year ago, some AMD low power processors made it into the spotlights - and back out into the darkness again. High OEM demand and primary allocation of the respective cores as mobile parts are good excuses but still failed to remedy the stale taste that often happens after a paper launch of a product that all of a sudden becomes the subject of everybody's dreams. Finally, there is a silver lining in the form of a not quite that low power CPU with a TDP rating of 45W. How much performance had to be sacrificed for that to happen? Or does that even matter in view of the real power numbers that are way below the ratings?
