addendum to what jmke said:

third tier manufacturers were also known to use slightly slower memory for 256mb versions of a card to pull the costs down. or at least they used to. this of course is slowly changing since most real gaming cards now have 256mb, but what i said counts for most 9800pro 128/256mb, for 9600(pro) 128/256mb and so on.
