Is it possible in outlook to make it send an e-mail on an EXACT GIVEN TIME? if so plz tell me how :p

Open Outlook

click -> create new mail

go to ->

then select "do not deliver before"

and set the right date & time =)

another question: does outlook have to be open for it to be able to mail or is it enough that the pc is on & connected to the i'net?
