Copper Base?

This is the one made for Presoctt and performs better than the previous large copper base design.

Surprise on the temp you are getting.

Is there a CPU FSB strap setting in your BIOS?

When I use my IS7 on P4 2A, I picked 667 FSB setting to "fool" the board to clock over 3.34 ghz. In your case, I believe if your board has CPU strapping, you have to pick 800 to go over 200 FSB.

yes, I picked 800 (200) fsb , and in the bios I could set fsb up to 400 (1600), but from the moment on I set it over 200 fsb, let's say 202, then I get on my bootscreen 101 fsb...

thus 300 fsb = 150 on boot,
and 400 fsb is 200 .....

also when I reset the board, en set it to fsb 166 or 200 by jumpers, to fool the board, the fsb is set to 150....

133*4 = 533
166*4 = 664 or 667
200*4 = 800

Not trying to be funny... just for illustration.

Have you tried to set at 667? Or, does the BIOS provide this option?
