Intel Devil's Canyon i7 To Be 4GHz Out of the Box?

According to this site (Chinese), the upcoming quad core Devil's Canyon i7-4790K will have a base frequency of 4.0GHz, a turbo boost speed of 4.4GHz and able to hit 5GHz on air.
