He said: "They cannot do that without us telling them how to do it. That again requires an export licence." ........

One question remains. Does AMD need to get permission from the US government to shift process technology probably from IBM to Asia as well? The oracles remain silent on this one.

So, a "how to" article form Germany requires export licence before it is published. I did not know that.
