AM2 Sempron performs worse than s754

HKEPC reviews the AM2 Sempron, the new one and compares the 3000+ both as s754 and AM2 versions. The Sempron 3000+ AM2 is actually a step back. Slower by 200MHz, no cool and quiet. But it has a larger L2 cache and is based on the Manila core with a 62w TDP. The Sempron 3000+ Socket 754 processor is better than the AM2. Why AM2 is doing that is beyond me. Are they turning into Intel themselves by making the P rating a hard-coded one? (Src: TheInquirer)
