give me a 80mm with less then 20dBA

and FYI they don't mention distance measured from the fan; and readings can varie widely.

In a totally silent room I get a 29.2dBA reading with my meter.

Papst 120mm High/Low 4412 F/2GLL (pic) rated at 18dBA at max speed it delivers ~40CFM. Was run at max speed ~1250rpm and at ~850rpm, more specs here. Very silent at lowest setting; audible at highest speed.

First of all I don't thrust noname/very cheap PSUs (especially when it comes down to protections). I have a Q-Tec 300 Watt PSU here and it does its job but nothing more (low +12v line). According to that review your PSU has 24A on the +12V line. That's not much.

Antec 550W TrueControl has 24A and it's top notch PSU

yep, best PSU I ever used.
have it about a year now, and it has fed a PIV an several AMD based systems without a hitch.

Its rated higher then some other high end PSU's , I don't call LC power a no-name brand.
I didn't trust the brand either , looked up some reviews and they looked very good.
Then I ordered one because I had only a budget of 50€.
Some shops sell those psu with the price of 55€ , but you' ll find some around 27-35€.
I was freaking happy when i saw the volt lines under load , also didn't notice any noise because my harddisk made more noise then the fan

Finally made up my mind and ordered an OCZ PowerStream 520 Watt. Should be more than sufficient for my needs, is futureproof and has a nice warranty. Thx for the advice guys.

140 € (local hardware shop, only 8 minutes by car from my place).

It costs 136 € @ bytesatwork.be but you still have to pay a delivery cost of 9 euro.

Already have my Leadtek 6600GT PCI-E (mate went to snogard today...). Rest will be bought after the exams.
