what psu? lots of other stuff plugged in to your pc? (usb devices that get their juice form the usb plug, hdds, cd/dvd roms, fans, ccfls, ...)

what card did you have before?

try with the bare necessities: only mobo, ram, vidcard, cpu, psu, boot hdd (and if you have your games on a seperate hdd, that one too, if you need the cd to play the game, that one too ;))

if it still doesn't work, do a clean install with again only the bare necessities. windows, drivers, the games that crash.
if you don't have a spare hdd to do the clean install on, make a seperate partition (partition magic)

disable VPU recovery.
disable fast AGP writes in BIOS
