Download CPU-Z ( http://www.cpuid.com/download/cpu-z-139.zip )

Make sure that SpeedStep is on ( Auto )

If CPU-Z reports your the E6600 running at 1.6Ghz it is working fine. ( run CPU-Z after windows boots )

There are also several different options for SpeedStep and I suggest that you read your manual or contact eVGA to find out what settings are best for you.
