Frontside USB problem

i think i have a rather stupid question, but hey, here goes:

i have front USB (1.0) connections on my case, but each time i plug in an USB device to it while the computer is on, the PC reboots THE SECOND i even touch it with the metal plug of the USB device (i don't even have to plug it in, just touch it)...

i have no clear idea of what is going on here ?
does it have something to do with 'grounding' ??

help me out here ?

same here: PC mounted on some kinda tray, isn't attached in any way

as soon as I hit the table with my feet, slightly move the system while running, disconnect a cable,... it freezes

check if the USB cable is attached to the mainboard like it should

asus mobo?
is the ground connector connected to the mobo?

checked and double checked, cables are all properly connected...
maybe some malfunction on the mobo itself, i don't reaaaaaaally mind, it's not my main rig

and no, not an asus, some cheapass eagletec mobo for office-use pc...
