Plz help me get a bit higher

My kit

Casesystem: Vapochill PE
CPU: P4 3.0C (Stepping 9 SL6WK)
Mobo: Abit IC7-Max3
Ram: Corsair XMS TwinX1024-PC4400
Vid: ATI 9800XT
Additional Cooling: Vaterchill NorthbridgeCooler and VidCooler + Aquacomputer radiator 2 x 120 mm and the one that comes with Waterchillsets + Waterpump Hydor L20.
AirCooling: in total 7 x 120 mm + 2 x 80 mm including the one on waterchill and the one on Vapochill and two on raditor i the bottom of my case.
PSU: Levicom 500W

Vapo settings:
Heaterload 50%
Condenser 100%
Startup temp -15 C
Hold temp -50 C

Max Clock:

FSB: 240 MHz
Multimplier: x 15
Clock: 3.0@3.6 stable on PCMark04
VCore: 1.7
Strap: FSB800
Ram timings: By SPD (3-4-4-8)
Idle temp: Vapo -18 C CPU 2 C
Load temp: Vapo -11 C CPU 17 C

My problem is that my goal is to run at 4 GHz and why you may ask!! Because i should be able to, according to others.

What am i doing wrong? What should i try??

try lowering the vcore, your temps will be lower. how much does the chip do with default vcore?

also, try reseating the evap head a few times. it can help lowering the CPU temp a few degrees

indeed, your cpu temp is to high.
Vapo PE isn't that good anymore for today's high end CPU's.
like Teus said, try to mount the evap again, and try to optain better contact.

a Prometeia I was needed before I could reach 4Ghz with my PIV 3.0.

and disconnect that heater, it isn't doing anything good for now.
but watch out for condensation.

is your AGP-PCI locked btw ?
and use lower divider on the ram.

Does running at 5:4 or 4:3 (fsb:mem) get you any higher? Running async at more aggressive timings doesn't lower performance on i875p systems.

You're right you should get higher, my guess is either you're trying to run memory sync, or you've got a bad overclocking northbridge. I had an abit IS7 which refused to run higher than 240mhz dual channel sync with 512mb and 225mhz dual channel sync with 1024mb.

IS7 != IC7

the IC7 board can obtain 250mhz without breaking a sweat :)
