Could indeed be a limiting factor as well, although the difference shouldn't be this big.

The only way I can be sure it's the cpu is by changing it and check the difference in overclockability.

Basicly, the limitation of a maximum memory overclock of 960MHz (1920CLx) is a technical limitation in the CPU's IMC registry. To set the memory frequency, there are apparently 3 registry values used. Now, to increase the frequency above 960MHz, you actually need a 4th value. With 3 values, the maximum possible frequency is just 960.

This is the very basic version of the story, but I hope it makes at least some sense. The main idea to remember is that the limitation really is tech-related and cannot be solved by an easy bios update. I was told that this bug was fixed in the new 6-core chip: a fourth registry key has been added to increase the memory frequency. No words yet on the added performance using memory >1GHz, though.
