Peltiers... What are they?

I see some OCers are using Peltiers to get really really cold temperatures on their components yet I see that these have something called cold and hot sides? they are so thin, what makes them tick? Anyone know ???

an FAQ? nope. I'm trying to decide on what I need to get to create an effective cooling system. It seems that these peltiers have different watt dissipation capacities. Since an Athlon can put out over 50W of heat something that can get cold enough to dissipate that is needed... and these can require alot of power to do so.

Making and running a peltier-based cooling system will get great OC results i think but verrry expensive to run electricity wise no?
