Which Fancontroller has following 3 things ???

1. 3,5 inch bay
2. possibility to turn fans completely off...
3. available in belgium ...

i don't want to make it myself...
have no time... and don't know where to find the components

it must exist...

Sunbeam rheobus has the functionalities, but is 5,25 inch
