I recommend you test the Arctic Pro 4 TC. At 2800rpm / 36cfm the noise level is 23db due to using Hydro Suspension Bearings.
Fits on easily too as it attaches to the Intel retention clip.

i think °C has to be dB
or RPM CPU speed....

even then it would be some crazy values...

speculation/interpretation (?):

@45° -> fan will use low RPM (-> extra-silent)
@65° -> fan will use high RPM (-> not so silent anymore)

perhaps the graph simply reflects the automatic RPM-changing the fan will carry out; the higher the temps 'll go, the higher the RPM 'll be (and lower/lower).. a ***** graph still :\..
