Seems like there's no alternative soldering point on the 9500 GT. Red stripe = FB of the Nexsem.

Without alternative soldering point it won't work... IC uses an external resistor devider to read out Vout, without resistors (which are alternative soldering points) it won't work. Try to read what voltage you get at the FB pin Massman.
