Default First Win10 Tech Preview update adds Action Center

The Windows 10 Technical Preview has been out for only three weeks, and already, Microsoft has pushed out an updated build to testers. Known as build 9860, the update weighs anywhere from 2GB to 2.74GB "depending on CPU architecture and language," and it adds Action Center, that new notification pane we saw in leaked videos a little while back.
