No CPU cooler could ensure there would be an opening in the same place unless they use a PCI slot, which even then depends on the case and motherboard layouts due to VGA card & slot positioning. I don't think I've ever seen the same I/O shield twice in my life, except for the pair that came with my cases.

My question is, why would you want to exhaust guaranteed hot air from a low-RPM PSU fan onto your NB cooler?
