I said 16mbit because that is as fast as I can pull from them, I did not say that was their limit. I am sure they can easily max 20mbit.

No, but that is why companies deploy networks of content servers (like Valve), not single servers. Multiple servers in multiple locations would eventually be easily capable of this. Steam could do it now if they A) Paid for it and B) Added 3x+ the number of servers within the US.
