Default Vista License and Activation

Okay, so I've read an article about Vista not being transferable to another computer, because you could only activate Vista for one computer (so if you change some piece of hardware, it'd be impossible to re-activate Vista).

But now I've read in PCM, that Vista is transferable, except the OEM version (duh). So, what's the deal.

If I buy (okay, just download for free from MSDNAA ) Vista (not-OEM) can I install it on one pc, activate it and re-install and re-activate it on another pc (after removing it from the first pc ).
