Too hot??

Just had a Intel Core 2 Quad Q6600 put together and mounted a Masscool
8WA741 cpu cooling fan on it, there's a spot fan on it as well, (1) 120mm
exhaust (cooler master), a front intake fan (also cooler master...can you
guess my case is a coolermaster case?)

The CPU fan's arrows are pointing <- air out to the exhaust fan, and Down, because pointing up would go into the powersupply fan and that just sounds silly.

My 2GBs of ram have Heatsinks on them, I have (2) 120mm fans on high right
in the side pulling air right off the cpu fan/heatsink.

I checked my bios and set the CPU fan to 100% at 51C' which happened to be the min I could set it.

Yet I'm GPU runs low 51's idle/running windows and I've seen it up to 64'C
when running say, Neverwinter Nights 2 which shouldn't overclock a brandy
new machine like this.

My tower of heat which actually cools me with all the air coming out of it
feels cold, even the exhaust feels fine. I called tech support they said I
don't need to buy and apply new thermal paste since the cpu cooler has exactly the right amount on it and for it. Also my case isn't enclosed, it's sitting high and mighty for all to see. Roomtemp is about low 70's as well.

I've heard so many people raving how they can get their temps on Q6600 to
high 20's low 30's with low and mid range priced air cooling. Do Q6600's just run high 40's to low 60's? Is that safe? Common? This is my first Quad Core.

I'm clueless as to what I'm doing wrong, or failing to do.

Insight please.

Perhaps someone can tell me what's the safe temp range for my Quad Core then.
