Restrict downloads/user

We are setting up a small wireless network at work. We'll be using it with approx 20 laptops. Is there an affordable router (or a firmware) that can divide the total download/upload volume (ie 20 gig) so that every mac address can use no more then 1 gig up and download?

a hardware solution which such capabilities is rather costly, if you have the fund, let me know and I'll start looking.

What do you call expensive? We are 20 people, so 20 x 20 = +/- 400 euro...

I've once had a free program wich was capable of doing that. unfortunately, I can't remember the name

If it might help you, I was looking for an alternative to NetLimiter when I found it.
