Anyway, here is an excerpt explaining how it was done:

they exclude lan parties, ftp and newsgroups, so they only touch a the tip of the iceberg, also explains the rather "pop-culture" like TOP lists:)

and they also did not include offline sharing. Friends copying cds for each other, entire hard disks drives that are being copied at schools, maffia, ...

I am quite sure these pirated songs are not from China for a change; the Western World has it's own priracy that is quite acceptable in certain mindsets. :)
