I've been looking for a new hire to fill an IT Infrastructure job (in Belgium btw), but I'm having great trouble finding enough/good candidates.

The requirements are actually fairly low (no to 5 years experience sys/netw administration, further description below), and with a new batch of fresh PFY's graduating right now / this month, we're still not seeing much of an influx of solid candidates.
Now, we have a large database of candidates in IT, but seems like focus on sys/netw administration studies (or experience) are fairly rare.

Do you guys have tips or pointers for me about reaching out to such people in Belgium?
I'd figure posting stuff on forums and such might get some additional response, but there are no truly "belgian" hard/software IT forums. [M] is the closest thing I could think of, but it's not focused locally at all.




Since I don't plan to post my company or the real job description here, I cooked up this alternative one, just for [M]adshrimps in BOFH style:

Wanted: PFY

Lonely BOFH is looking for assistance from a PFY in dealing with increasing work load (which cannot be dodged regardless of machinations set in place to evade said work).

Must be able to:
- Handle harrassment from (l)users and deal with them appropriately (experience with disposal of bodies a plus),
- Support hanging out with the code monkeys (speaking the dialect and having knowledge of thedailyWTF a plus),
- Meet incessant requests for face time from the female helldesk operators (can you blame them though?),
- Refrain from trying anything funny with the boss' secretary (because she's been here longer than anyone here and she aint going away anytime soon),
- Keep our sales crew up and running (and out of the office as much as possible),
- Dilligently safeguard our local infrastructure from being assaulted by the cleaning crew (back off, this is holy ground!),
- Bite the bullet when the SHTF and churn some overtime (recuperated later),
- Resign yourself to the fact that our company color is pink (are you (wo)man enough to deal with that?),
- Pass the Dutch, talk (& walk) the talk in English and we might pardon your French.

Knowledge of:
- Manipulating SQL databases to our gain (primarily in T-SQL on MS SQL Server 2008, but also MySQL),
- Running a MickeySoft domain (Microsoft Windows XP / 7 clients & W2003 / W2008 servers),
- Hacking IIS 7.0 to actually make it do what you expect it to,
- Keeping our LAMPs burning brightly,
- Subverting caching proxy- and ISA servers to your will,
- Virtualization toys such as VMWare vSphere to pass the time,
- Source & version control to undo FUBAR situations,
- Turning CAT5E & CAT6 into a garrote,
- Scripting to make your own job superfluous,
- Web design and programming languages (such as C# & Java) a plus.

Little to no practical system administration experience required, but correct mindset is paramount as well as proper education.

Working environment:
