There is no such a thing; unless the State or the Police department is taking the action. You first have to establish the other driver is quilty. Hold your horses there.

I really didnt mean to be some troublemaker,"ambulance chaser" or else.
Yust wanna say that some people have to learn on hard way.Or they will not STOP,and someone will pay,really bad!
If that stops even one fatal accident...
