Stuck at POST screen

Hi,

A friend of mine's pc gets stuck at POST screen. After bios has detected the cpu and rams it doesn't detect the harddisks.
He told me that after this he switched the power supply on and off and then the system booted normal.

Specs:
Athlon XP 2600
Abit NF7-S
2*256 mb ddr & 1*512 mb ddr
Nvidia 5900 xt
Maxtor 80 gig ata
WD 200 gig sata
Nothing overclocked

What can be the cause of this?

Enermax fan connected to the mainboard ?
If yes, remove it.

No enermax fans present.

Is is stuck even without hard disk?

Tried with other IDE cable?

not only Enermax, all potted fans cause these troubles.
