searching 2 programs

Hi

I' searching 2 programs

1) a program to change the bit rate of mp3's
2) a program to save your desktop layout.

For the mp3's I used soundforge till now, but for some reason it sais that my plug-in isn't registered.
For the desktop lay-out I use to have a program that restored the lay-out with an option in the right-click menu of the trash bin.

dbpoweramp for the mp3's

but don't forget that changing the bitrate is going to make the mp3 sound worse, even when u set the bitrate higher.

dbpoweramp doesn't offer mp3 support anymore, unless you register it

Command line version is still free, you just need to think a bit more: http://lame.sourceforge.net/doc/html/switchs.html

there is also the Blade MP3 codec, it's free as far as I know. And since I'm not an audio freak, I don't hear a difference.
