Default apologies for boring question concerning audio formats

I have been using wma files for my encyclopedia (I make a rundown of best three tracks of any cd in my possession to put into car shuffle, but going through +-4500 cds is an extensive work), however I cannot get the volumelevel the same between wma's so I was wondering if mp3 would have been better...
anybody have thoughts on this?

during MP3 encoding you could normalize each track to the same noise level, should be possible with WMA also, but have no experience with WMA.
