NVIDIA Dictates Advertised Video Card Pricing - If you are wondering why your GeForce purchasing experience has changed and why we have seen all cards priced the same or not priced at all, we have some answers for you on that front and it is called "UMAP." It seems NVIDIA has implemented a Unilateral Minimum Advertised Price Policy and it is negatively impacting the way consumers shop online.

I think it silly, people who have the time will always hunt for the lowest prices, this won't stop them

Maybe. Since they're not forcing anyone to raise their selling price, just advertised price, it may not be illegal. It depends solely on the quality of their lawyers. The only real damage I see it causing is breaking a lot of online shopping searches. You could write a script to get around it by doing a quick add to cart, price grab, remove from cart, but you'd have to be careful about how often it was used because I doubt online retailers would appreciate getting script hammered.
